RIO VALLEY PIPE (concrete pipe)CAPA/Rio Valley Pipe has been manufacturing reinforced concrete pipe, culvert boxes, inlets, and manholes in Rio Grande Valley for over 16 years. We manufacture a complete line of reinforced concrete products for various storm water applications, drainage, and Texas Department of Transportation (TXDOT) projects. RAMIRO JAIME FLORESJaime Flores is one of the co-owner of CAPA. His strengths in spirit, compassion and business savvy have been vital to keeping the company competitive in the concrete, asphalt, and pipe industry.
Flores was born in La Grulla, Texas, but was raised in Rio Grande City, Texas. He graduated from Rio Grande City High School in 1968. His parents’ advice, engrained at an early age, was, “live on the straight and narrow and you will go far.”
During his downtime he is with his family at his ranch enjoying hunting and fishing.
RUFINO GARZA is a co-owner of CAPA, Rufino Garza, has helped grow the company from a small start-up to a successful business with multiple locations throughout the Rio Grande Valley. Garza brings tenacity and heart, as well as grass roots ethics, essential to a thriving company.
Garza is originally from Rio Grande City, Texas, but was raised in La Rosita, Texas. He graduated from Roma High School in 1975. His parents instilled a strong work ethic early on, which is a trait that has benefited his business. The key moment of accomplishment in his career was when he purchased the first three concrete trucks and leased two more within a month.
Providing jobs for people that in turn provide for their families gives Garza great pride. Family is very important to him and when he is not at work his focus is on his own family.
